Activities in the field of communications are licensed in accordance with the Standing, approved by the Regulation of the Council of Ministers of the Republic of Belarus of 20.10.2003 No. 1387.
The LIST of telecommunications and postal services, the provision of which is a subject to licensing:
1. Telecommunication services:

international telephone connection service;

long-distance telephone connection service;
-
local telephone connection service;
-
leased telecommunication circuit service;
-
data transmission service;
-
telematic services;
-
television program translation service;
-
sound program translation service;
-
wire broadcasting service;
-
satellite fixed and mobile telecommunication services;
-
radio paging service;
-
mobile telecommunication services;
-
cellular mobile telecommunication services (CMT services).
2. Postal services:
-
Mail forwarding (reception, processing, storage, transportation, delivery);
-
Express mail forwarding (reception, processing, storage, transportation, delivery);
-
Subscription to printed mass media and delivery of printed mass media (except the subscription, processed directly at the editor’s office of a respective mass medium).
The following documents should be presented to the licensing agency by a foreign company in order to receive a license:
1. An application to a license, containing the full official name and information about the location of a foreign company, enumeration of the activities according to the list of services above, which the applicant is going to carry out.
2. Copies of constitutive documents (statute, etc.) without notarial assertion.
3. A payment order on the payment of the state duty (8 basic units for issuing of a license, a half of this sum for prolongation of a license or making changes and additions thereto), containing an original stamp of a bank office and a signature of a bank official.

4. A Copy of a legalized certificate from a trade register of a country of origination or another document, confirming legal status of a foreign company according to the legislation of the country of its foundation.
5. A completed form in accordance with Annex 2 to the Standing On the Licensing of Activities in the Field of Communications :
6. Copies of diplomas and (or) other documents confirming education (professional training) of company specialists in licensed activities in communications.
The above documents, duly prepared in Belarusian or Russian, are presented to the licensing agency personally by a head of a foreign company or an authorized representative thereof on a visiting day:
Thursday, 10.00-13.00, 14.00-17.00.
