Postal Service
The field of postal service is an integral part of an industrial and social infrastructure of the Republic of Belarus and functions in its territory for satisfaction of requirements of citizens, state bodies, defence, safety, protection of the law and order of the Republic of Belarus, physical and legal persons in postal services.
According to the Law of the Republic of Belarus «About postal service» the National operator of postal service - the Republican unitary enterprise of a postal service "Belpochta" (RUE "Belpochta") provides trouble-free work on rendering of services to the population in the territory of all republic.
RUE "Belpochta" consists of: 6 regional branches and manufacture «the Minsk mail», branch «The node of special communication» and motor transportation manufacture, 117 regional nodes of postal service, 3763 offices of postal service (732 city, 2880 rural and 61 mobile).
Postal service consists of a reception, processing, transportation, delivery to addressees of the written correspondence, parcels, remittances, distribution, forwarding and delivery of printing mass media, payment of pensions and grants.
Besides, postal offices grant more than 40 kinds of not profile services: reception of various kinds of payments, dealer services in connection to networks of operators of a cellular mobile communication, granting of services of access to WWW Internet, bank services, mail advertising dispatch, a x-copying, delivery of the goods under catalogues, etc.
RUE "Belpochta" is the largest enterprise in the country which provides the population services in reception of various kinds of payments. Payments from population are accepted as by paper carriers (under receipts) so by electronic bases of suppliers. A radical solution to reduce service time payer is combination of all payments which are subject to payment in the uniform personal account. In this case payments are carried out by one technological operation. Besides the specified possibilities, the developed complex allows to give to any client additional conveniences: a choice of a concrete kind of payment which he wishes to pay, possibility of partial payment and advancing, inter-regional payments.
All postal offices in RUE "Belpochta" are automated since the 1st of January 2008. In all city and large rural postal offices workplaces of service of holders of bank plastic cards, including payment of all types of service by a non-cash way, delivery of cash money resources, replenishment of cards-accounts are organized.
As of 1/1/2009 in 1438 offices of postal service more than 2800 workplaces on service of holders of bank plastic cards are organised.
One of strategic directions of development of system of non-cash payment and realisation of principe of «one window» in postal offices is granting to clients of maximum quantity of rendered services on devices of self-service - payment and information terminals. With the help of such devices payers can subscribe to newspapers and magazines, send an electronic remittance across Belarus, pay municipal and other services, issue and pay the order in Internet shop RUE "Belpochta" by themselves, without participation of the operator. There are more than 350 information terminals which function in postal offices for today. Introduction of devices of self-service has allowed to reduce turns in postal offices and to raise availability of given services.
RUE "Belpochta" successfully continues cooperation with the insurance companies. Services of conclusion of compulsory insurance contract of civil liability of owners of vehicles, reception of insurance payments of compulsory insurance of structures, the conclusion of contracts of voluntary kinds of insurance, payment of insurance compensation - are provided in all officess of postal service.
Service of accelerated mail is popular at clients of RUE "Belpochta". Functioning of intrarepublican service "Express mail" is carried out under the motto «Today - for tomorrow», with delivery of sendings to the house. Departures of international accelerated mail EMS are sent by priority order and are delivered personally in hands to the addressee in 191 country of the world in the shortest terms. Now services in reception and delivery of sendings EMS are carried out in the all territory of the country.
RUE «Belpochta» continues to develop its banking services. Now there are about 2 thousand of postal offices which provide banking services of deposits in a countryside under contract-commission of Open Joint Stock Company «ASB Belarusbank».
For today services in reception of payments on account of repayment of consumer credits are provided in all postal offices of the republic. Considering a growing demand of the population for crediting services, and also an extensive network of objects of a postal service, it is possible to tell that payment in postal service offices becomes one of the most convenient, accessible and popular way of credits repayment.
It is possible to draw documents for the deposit in Open Join Stock Company "Priorbank" and Open Join Stock Company "Belgazprombank" postal offices.
It is given special attention to questions of quality of granting of postal services in Belarus.
Now RUE "Belpochta" is the owner of three international certificates of quality:
1. The certificate of conformity of system of a quality management STB ISO 9001-2001 registered in the State system of the Republic of Belarus, received in May, 2004 and confirmed with external certified audit in 2007.
RUE "Belpochta" got the award of fund of quality service of the World postal union (WPU) for the best performance of the project «Creation RUE «Belpochta» of quality system of the service based on international standards ISO-9000». The award was handed over during Administrative Council in Bern on November, 2nd, 2007.
2. The certificate in the field of quality management of the international postal service of International Bureau VPS of level And ("gold") was received in May, 1st, 2007 in Bern during session of Council of postal operation.
3. The certificate «Silver level» in the program of the control and an estimation of quality of work of Cooperative society EMS following the results of work of 2006.
In 2008 RUE "Belpochta" was assigned a reward for the best project of Fund of management of quality service (FMQS) «Quality check of the written correspondence» with the use of technical facilities and software of firm "Siemens". The corresponding certificate was handed over at seminar FMQS which has been holding on November, 12th 2008 In Bern (Switzerland).
Reception of certificates is the result of constant intensive and purposeful work of personnel of RUE "Belpochta" for provision of quality of postal services. It promotes growth of trust of clients and increment in volume of rendering services.
Since January, 1st, 2008 RUE "Belpochta" was accepted as 44th member of Association of the European state postal operators "PostEvrop".
The Belarus postal service is in constant development. It improves habitual services and developes new, daily confirming the motto «Speed, reliability, availability».
