Belarus Establishes Cooperation within the SCO in the Field of Digital Technologies

On June 17 to 18, 2025, the Fourth Meeting of the Heads of Ministries and Departments of the Member States of the Shanghai Cooperation Organization Responsible for ICT Development, as well as the China-SCO Digital Technology Development and Cooperation Forum in the Field of Digital Technologies, is held in Karamay (the People's Republic of China).

For reference. The Shanghai Cooperation Organization (SCO) is a permanent international organization, the establishment of which was announced on June 15, 2001 in Shanghai (PRC). In July 2024, the Republic of Belarus joined the SCO and became the tenth full member of this organization.

One aspect of the strategy for the participation of the Republic of Belarus in the SCO, approved by the Head of State, is inter alia the development of cooperation in such areas as the digital economy and trade, artificial intelligence (AI), big data, and e-government.

The Belarusian delegation headed by the First Deputy Minister of Communications and Informatization Pavel Tkach is taking an active part in these events.

Thus, during the Fourth Meeting of the Heads of Ministries and Departments of the SCO Member States Responsible for ICT, the main areas of cooperation of the SCO Member States in the field of ICT and the draft Action Plan of the SCO Member States in the field of digital transformation were discussed. Presenting the achievements of the Republic of Belarus, Pavel Tkach made a report on the priority areas of cooperation between Belarus and the SCO Member States in the field of ICT.

The plenary session of the China-SCO Digital Technology Development and Cooperation Forum was devoted to the theme “Digital Transformation Promotes Sustainable Development, Digital Inclusion Promotes Common Prosperity of the SCO countries.” During this event, the First Deputy Minister presented a report on the theme “Digitalization as a Guarantee of Successful Implementation of the Sustainable Development Goals.”

Run-up to, on June 16, 2025, Pavel Tkach held negotiations with the Deputy Minister of Industry and Information Technology of the People's Republic of China, Xiong Jijun.

The issues of implementing the Memorandum of Understanding on strategic cooperation in the field of information and communication technologies between the Ministry of Communications and Informatization of the Republic of Belarus and the Ministry of Industry and Information Technology of the People's Republic of China, as well as a number of other promising areas of bilateral cooperation were discussed.

Reference. On August 22, 2024, during the visit of the Premier of the State Council of the People's Republic of China Li Qiang to Belarus, a Memorandum of Understanding on strategic cooperation in the field of information and communication technologies was signed between the Ministry of Communications and Informatization of the Republic of Belarus and the Ministry of Industry and Information Technology of the People's Republic of China.

The memorandum provides for promoting cooperation in the field of digital transformation, including cloud technologies, artificial intelligence, digital medicine, training of personnel in the field of ICT, the development of “smart cities”, the creation of joint production of high-tech products, as well as a Chinese-Belarusian cooperation platform in the field of ICT.
