The development of information and communication infrastructure in the republic continued.

The Ministry of Communications and Informatization, as a regulatory body, ensures the full and comprehensive development of information and communication infrastructure to meet the growing needs of the state, business and citizens in obtaining modern and high-quality telecommunication services.

It should be noted that 158 telecommunication operators currently have licenses in the field of telecommunications.

The main direction of the development of the telecommunications network of RUE Beltelecom is to complete the process of switching subscribers to the IMS software and hardware platform, which allows subscribers to provide the full range of modern telecommunications services via a single subscriber line. At the end of the reporting quarter, more than 3.8 million subscribers (households) were connected to the IMS platform. The construction of multiservice networks allows not only to improve the quality and expand the list of services provided, but also to optimize the cost of operating telecommunication networks.

Taking into account the development of data transmission network services, the number of connections to broadband access services is growing, which also affects the width of the external Internet access channel. The external gateway for Internet access is constantly being expanded to improve the quality of Internet access services, to provide redundancy and to reduce the burden on individual destinations.

In order to modernize existing data transmission networks to improve the quality and volume of services provided, work continued on connecting subscribers using passive optical network technology (GPON), which allows for data transfer speeds of up to 100 Mbit/s and higher.

As of July 1, 2025, the number of subscribers (households) connected using this technology amounted to about 3 110.8 thousand and increased by 57.9 thousand since the beginning of the year.

In total, the number of subscribers to fixed broadband Internet access amounted to 3,337.5 thousand with an increase of 53.3 thousand by the beginning of the year, while the penetration rate of fixed broadband Internet access per 100 residents was 36.6 units.

Further development of cellular mobile telecommunication services has been ensured. As of July 1, 2025, the total number of mobile cellular telecommunications subscribers in the republic amounted to 11,876 thousand. The penetration rate of cellular mobile telecommunications in the republic was 130.3 subscribers per 100 inhabitants. Cellular mobile telecommunications of the second and third generation cover 99.3 percent and 98.6 percent of the republic's territory, respectively, where 99.9 percent of the population lives.

The LTE cellular mobile telecommunication network and services based on it were actively developing.

In January-June 2025, coverage of the population with LTE cellular mobile telecommunication services amounted to 99.6 percent.

The development of third- and fourth-generation cellular mobile telecommunications networks ensures stable growth of subscribers to wireless broadband Internet access: the number of subscribers to wireless broadband Internet access in the last quarter of 2025 amounted to 9 082.6 thousand with a service penetration of 99.7 units per 100 inhabitants.
