The Republic of Belarus is a country in the centre of Europe with a population of over 9 million 300 thousand people. It is located at the intersection of transport and information flows between West and East, North and South of Skillfully using the benefits of its unique geographical location, Belarus is actively developing its information infrastructure. One of the priorities of the country's sustainable development is the digital transformation of the economy and the widespread dissemination of innovations.
By now, the Republic of Belarus has achieved significant progress in the digital sphere. The developed data transmission network that meets international standards, reliable data storage and processing centers, identification mechanisms, online payment systems, modern electronic services and information security tools have been created.
Belarus occupies a leading position in the implementation of information and communication technologies in the CIS region.
The Republic of Belarus annually improves its position in the ITU ICT Development Index (IDI). Thus, the final result for 2025 is 90.7 points against 88.5 points last year.
Belarus ranks 47th among 174 countries in the integrated index for postal development (2IPD) for 2023, and also takes the leading position among the CIS countries.
According to the results of the United Nations e-government survey for 2024, the Republic of Belarus is noted as a country whose strongest component is telecommunications infrastructure, which is confirmed by the high value of the corresponding sub-index.
According to the “Global Innovation Index 2024” published by the World Intellectual Property Organization, the Republic of Belarus:
- ranks 38th among 133 countries in the indicator “Access to ICT”;
- ranks 55th among 133 countries in the indicator “ICT Use”.

Over the next five years, the guidelines and pace of work will be determined by the State Program “Digital Development of Belarus”.
As a result of its implementation, it is planned to further increase the technological level of development of Belarus both nationally and globally, and to form a unified state data architecture and its management policies. This means creating a digital information ecosystem. Most government functions and business processes of organizations will be converted to e-form.
