On work of IT Subcommittee

In accordance with the instruction of the Prime Minister of the Republic of Belarus, given at the meeting of the Republican Organizing Committee for the preparation and holding of the 2nd European Games in 2019 in the Republic of Belarus, the Ministry of Communications created the Subcommittee on Information Technologies headed by the Minister of Communications and Informatization, Kаnstantsin Shulhan

The main objectives of the Subcommittee include:
- provision of telecommunications services (telephone communication, data transmission, facsimile transmission, cellular mobile telecommunications, etc.);
- organization of telemetry during the competitions.


The Subcommittee comprises representatives of the Ministry of Sports and Tourism, National Olympic Committee of the Republic of Belarus, Ministry of Education, Ministry of Information, Ministry of Internal Affairs, State Border Committee, Operations and Analysis Center under the President of the Republic of Belarus, RUE Beltelecom, RUE BelGIE, JLLC Mobile TeleSystems, CJSC Belarusian Telecommunications Network (Life:)), Unitary Enterprise Velcom, JV Belarusian Cloud Technologies.

For the entire period five meetings of the Subcommittee were held (in 2017: on March 30, May 18, July 27, September 29, December 28 and on January 4, 2018), which addressed the following issues:
plan of the Subcommittee’s activities and its implementation, the draft contract between EOC and the host city;
a list of technical means of telemetry, computer and office equipment, submitted by the Ministry of Transport, necessary to ensure organization of the 2nd European Games (by kinds of sports);
on the progress of the construction of the Dynamo stadium, its telecommunications infrastructure to ensure guaranteed and qualitative support for the opening and closing ceremonies of the 2nd European Games, as well as competitions in athletic disciplines, and other issues.
on technical possibility of free Internet access provision via Wi-Fi technology, including the Athletes Village (student village) and city bus transport of Minsk during the 2nd European Games; technical aspects of organization of the International Broadcasting Center, and other issues.

In order to solve the established objectives the corresponding expert and technical groups were created.
As part of the creation of the information and technology platform for the 2nd European Games, on October 12 of this year, the Ministry of Communications and Informatization hosted a presentation organized by the Foundation “Directorate of the 2nd European Games 2019” and Atos, where the issues of organizing and maintaining of the main operations center, game management systems, time and classing registration, distribution of results; human traffic, transport and logistics management were discussed.

The presentation was attended by the heads and representatives of the subcommittees on information technologies, on the implementation of the main provisions of the regulations of the international federations on sports, on transport provision, on TV-casting and radio broadcasting issues, on security issues of border and customs control.
Also, joint meetings were held between the representatives of the Ministry of Communications and Informatization and the Foundation “Directorate of the 2nd European Games 2019” with representatives of the LLC "Bel Huawei Technologies" and the company "China Mobile", where the ICT solutions for sports facilities of the 2nd European Games and other issues of cooperation in the field of telecommunications were discussed.
To exchange the experience in preparation of the IT and telecommunication bloc for the Winter Olympic Games, which will be held in Pyeongchang (Republic of Korea, February 9-25, 2018), in November 2017 a group of Belarusian experts visited the Republic of Korea. During the visit, the leaders considered the practice of the company “KT Corporation” on information and telecommunication support of the forthcoming Olympic Games. In particular, the issues of organizing the provision of communication services and the operation of stadium technical facilities were examined. In December 2017, Belarusian experts visited the Swiss Confederation in order to coordinate the terms of cooperation, familiarize with the technical capabilities of Swiss companies. The examination of the presented technical solutions will help to select the most effective (technically and economically) options for implementing the information systems required for the Games. Consequently, the examination and analysis of successful foreign experience will help to make optimal decisions and ensure the provision of telecommunication services during the 2nd European Games of 2019 in the Republic of Belarus at a high level.
