The Index measures progress towards the realization of the concept of universal and meaningful connections, defined as the possibility of equal access to the Internet for everyone, at an affordable price, anywhere and at any time with minimal costs. The Republic of Belarus improved its position in seven indicators out of nine, with two indicators - the cost of fixed broadband basket (as a % of GNI per capita) and the number of people with a cell phone (%) - being the highest (100%). The IDI of Belarus increased from 86.9 in 2023 to 88.5 in 2024, which indicates a notable progress in the development of information and communication technologies. The study also identified the following key telecommunication indicators: ⁃ Internet accessibility: 89.5% of the population of Belarus use the Internet and 89.5% of households have access to the network at home. ⁃ Mobile connectivity: Belarus has high coverage of 3G and 4G/LTE networks (98.8%) and the number of mobile broadband subscriptions per 100 inhabitants has reached 65.2. ⁃ Internet traffic: The average mobile broadband traffic per subscription in Belarus is 143.5 GB and fixed broadband traffic is 1'502.1 GB. ⁃ Cost of services: Belarus shows low cost of mobile and broadband access, with mobile and voice basket prices at 1.6% of GNI per capita and fixed broadband at 0.7%. These figures demonstrate that Belarus is confidently moving towards building a society where information technologies are accessible to everyone, creating conditions for further development and prosperity.
