Belarus ranked 22nd in terms of access to ICT among 132 countries of the world according to the Global Innovation Index for 2023.

For reference: access to ICT is a composite index that assigns weight coefficients to 4 indicators (25% each):

Percentage of the population covered by mobile networks (at least 3G, at least LTE/WiMAX);

The number of mobile cellular subscribers per 100 residents;

International Internet bandwidth (bps) per Internet user;

The percentage of households with Internet access.

On May 17, 2024, the 56/45th joint meeting of the RSS Postal Communications Commission, the Council of RSS Postal Operators and their working bodies was held, which was attended by Svetlana Konstantinovna Shimanskaya, Head of the Postal Communications Department of the Ministry of Communications and Informatization, Elena Drozdovich, First Deputy Director General of RUE Belpochta, and specialists of RUE Belpochta.

The Ministry of Communications of Belarus continues to actively develop the country's information and communication infrastructure, providing modern telecommunication services for the state, business and citizens.

To date, 170 telecommunication operators have a license in the field of telecommunications.

Beltelecom actively switches subscribers to the IMS platform, providing a wide range of telecommunications services.

28 postal operators in the Republic of Belarus have a license to provide public postal services for sending of postal items, accepting subscriptions to printed media and their delivery.

Innovations and achievements in the field of postal services, implemented recently on the basis of IT-technologies, include the development of the national postal electronic system, electronic prepayment system, “Mobile Postman” and pre-postage processing services, as well as the expansion of the parcel lockers network.

The training seminar of the International Telecommunication Union (ITU) "Informed digital development: exchange of experience in the field of collection, analysis and dissemination of statistics in the field of telecommunications/ICT" has started, which takes place from April 22 to 25 in Bishkek.

Natalia Mochu, Regional Director of the ITU Regional Office for the CIS Region, welcomed the participants of the seminar.

In 2024, International Girls in ICT Day will be celebrated on 25 April.

This year's theme for the Girls in ICT day celebrations is "Leadership", to underscore the critical need for strong female role models in science, technology, engineering, and mathematics (STEM) careers.

Although women now fill 40% of high-skill occupations globally, their participation in ICT-related fields continues to be low.

The intergovernmental agreement between Belarus and Russia on the procedure for recognizing an electronic signature (electronic digital signature) in an electronic document during cross-border electronic interaction is planned to be signed in April.

The ITU Regional Development Forum for CIS (RDF-CIS) organized by the International Telecommunication Union (ITU) and hosted by the Ministry of Digital Development, Innovation, and Aerospace Industry of the Republic of Kazakhstan. The Forum will take place from 26 to 27 of March 2024 at Astana Hub in Astana, Kazakhstan.

In the Republic of Belarus, a license for public postal services for forwarding of postal items and subscription to printed media and its delivery is provided to 28 postal operators, including 21 of them to forwarding of postal items, and 7 of them to accepting print media subscriptions and delivering it.
